Ho preso una decisione della quale spero non dovermi pentire.

A scuola uno degli insegnanti di matematica si trasferira' per fare il capo del dipartimento ad un'altra scuola (con otto settimane di scuola rimaste. chi ci capisce e' bravo...). Quindi e' il terzo insegnante ad andarsene per un motivo o per l'altro quest'anno durante il corso dell'anno scolastico.

Insomma, per farla breve, da lunedi ricomincio a insegnare. avro' solo due classi, di meno di venti studenti ciascuna, e avro' meta' della mattinata per lavorare (dare voti ai compiti e cosi' via). Una classe di trigonometria, con diversi studenti relativamente capaci che avevo l'anno scorso, e una classe di "preparazione per il SAT", che e' una specie di esame di ammissione per l'universita'.

Vedremo come andra'...

Grazie a Veronica per avermi inviato quanto segue... La situazione descritta qui sotto esiste negli stati uniti gia' da vari anni.

Prof stranieri per i nostri figli? Da quanto emerge dall'ultima fatica del ministero della Pubblica istruzione, in materia di precari della scuola, sembrerebbe proprio inevitabile. Coloro che si propongono di insegnare materie scientifiche a scuola sono relativamente pochi rispetto al fabbisogno. E, fra pochi anni, quindi, gli studenti italiani potrebbero avere in cattedra insegnanti cinesi o polacchi. Dovranno mettersi l'anima in pace coloro che rifiutano quella che e' ormai una la realta': la scuola italiana e' gia' multietnica e lo sara' sempre di piu'.

Il dossier dal titolo 'Osservatorio sulle graduatorie permanenti 2006: profilo degli iscritti e distribuzione geografica', pubblicato qualche giorno fa da viale Trastevere, mette in luce la carenza di insegnanti di materie scientifiche, sia alla media sia al superiore. In  diversi passaggi del volume viene sottolineata quello che al momento appare solo come un campanello d'allarme, ma che potrebbe diventare una vera e propria emergenza, se non affrontata per tempo. "Una situazione che configura una relativa penuria dell'offerta rispetto al fabbisogno", si legge. Basta analizzare con attenzione i dati sugli iscritti nelle graduatorie permanenti (dalle quali viene reclutata meta' degli neo assunti) del 2006, trasformate dal governo Prodi in graduatorie ad esaurimento, per comprenderne il perche'.

Nella scuola media, a fronte di un organico che prevede il 17 per cento di docenti di Matematica, gli iscritti nelle liste dei supplenti e' pari all'11 per cento. Carenza confermata anche dai cosiddetti flussi in uscita, i pensionamenti. Negli ultimi quattro anni, su 100 docenti che hanno deciso di lasciare la cattedra 16 insegnavano Matematica. In altre parole, se gli iscritti nelle graduatorie di Matematica alla media sono poco piu' di 8 mila e i pensionamenti viaggiano al ritmo di 1.600 l'anno in poco piu' di 5 anni le liste verrebbero esaurite. E dopo? Sara' compito di coloro che attualmente studiano nelle Ssis (le scuole di specializzazione per l'insegnamento secondario) di colmare il fabbisogno degli anni successivi, ma le scuole di specializzazione sono a numero chiuso.

Stesso discorso per la scuola superiore. I 14 mila in lista per insegnare per Matematica, Fisica, Informatica e materie tecniche, a fronte di 1.900 pensionamenti l'anno e di un conseguente richiesta (fra assunzioni a tempo indeterminato e supplenze) che si attesta sulle 12 mila e 500 unita', potrebbero esaurirsi nel giro di sette anni. "Le tendenze delineate confermano - spiegano i tecnici del ministero – la possibilita' che, ferme restando altre condizioni, in futuro si profili una scarsita' relativa di candidati interessati all'insegnamento" di materie scientifiche. La situazione a livello nazionale non e' affatto uniforme e in alcune province italiane questa emergenza potrebbe manifestarsi prima.

Senator Barack Obama on Monday outlined his approach to foreign policy, vowing to [...] expand and modernize the military [as if the US military needed expanding... for what purpose?]

His foreign policy, he said, would more closely resemble the “burden sharing” the first President Bush employed during the Persian Gulf war than the current administration’s approach. [Bush senior's "burden sharing" meant: we invade other countries, and get Europe to foot the bill. Sounds great!]

“No president should ever hesitate to use force — unilaterally if necessary [A sentiment Bush would certainly agree with] — to protect ourselves and our vital interests [what are "our vital interests"? is control over middle east oil one of our vital interests? is the right to smash any country which decides to defy orders from the United States a "vital interest"?] when we are attacked or imminently threatened,” Mr. Obama said. “But when we use force in situations other than self-defense, we should make every effort to garner the clear support and participation of others.” [What about "obeying the US Constitution and International Law by getting permission from the UN Security Council?]

The United States also must build a 21st-century military, Mr. Obama said, in addition to “showing wisdom in how we deploy it.” He called for expanding ground forces, adding 65,000 soldiers to the Army and 27,000 to the Marines.  [again, for what purpose? The US armed forces serve no conceivable defensive purpose (if by "defense" we actually mean defense of the territorial United States from foreign aggression), so an expanded military could only be used for foreign wars. And regardless, would it be the best possible use of federal dollars, as opposed to, say, recruiting TEACHERS?]

Sorry, Senator Obama. Try again.

WASHINGTON, April 23 — Congressional Democrats agreed Monday to ignore President Bush’s veto threat and send him a $124 billion war spending bill that orders the administration to begin pulling troops out of Iraq by Oct. 1.

Mr. Bush made it clear again on Monday that he would use the second veto of his tenure to kill the legislation, which would set a goal of having most American combat forces out of Iraq within six months of Oct. 1. [which would mean APRIL 2008]

Under the legislation, if Mr. Bush determined that progress was being made, he would be directed to begin withdrawing troops by Oct. 1, [...], except for those protecting American facilities [Like the military bases they're desperately building?], those engaged in counterterrorism and those training and equipping Iraqi forces.

Better than nothing? You bet. Acceptable? not by a long shot. If I understand it correctly, the bill includes all kinds of waivers (if Bush decides they can stay, they can stay...) not to mention all the troops that will be "protecting American facilities", and all of the mercenaries (like the good folks from Blackwater) that are there with no congressional oversight.

Furthermore, what exactly are the soldiers supposed to accomplish between now and next April? Why start the withdrawal in October and not in June? And WHY THE HELL ARE WE SPENDING ANOTHER $124 BILLION ON THIS WAR?

I don't have a TV, but I do watch TV shows on the internet. in fact, i am a bit of an nternet news junkie. So, next week, no youtube, no google videos, no daily show, no wasting time reading the news from ten different sources.

When you travel with the school, the hotels they put you up in usually give you a daily newspaper - which allows you to see a slightly different perspective within the bounds of orthodoxy.

Sometimes, you get really interesting stuff, like this article in USA Today:

Army pays $1B to recruit, retain soldiers

Bear in mind, this is ONLY the Army. it doesn't include the Navy, Air Force, Marines, or the Reserves. Try to guess how much is spent annually to recruit and retain teachers, to get a sense for our national priorities.

Once again, the business section of the New York Times contains some of the most insightful reportingon crucial issues. Specifically, the military industrial complex.

The topic of the article is a company called General Atomics Aeronautical Systems, which manufactures the unmanned Predator Drone (used for aerial surveillance and assassination).

Some important information is mentioned only in passing, but merits a good deal of reflection about the way in which decisions are actually made in this country:

-Neal Blue, now the chairman of the company, said that both brothers have top-secret clearance with the United States government - General Atomics has also hired scores of former military commanders - In 2006, a study conducted by the nonpartisan Center for Public Integrity and other watchdog groups said that General Atomics had spent $660,000, more than any other company, sending Congressional staff members on trips.

Another thing that's worth remembering is that the high-tech gadgets almost never work as advertised:

The Predator itself has offered critics some ammunition. One analyst estimates that 20 percent of all Predators sold to the United States military have crashed, because of errors by pilots controlling them from the ground. Another analyst, who has flown the aircraft but asked not to be identified to maintain his relationship with General Atomics, says they offer significantly less maneuverability than manned jets.

Another analyst who has studied the history of U.A.V.’s says the Predator has failed at some crucial tests.

“It has never done everything the military originally wanted it to do,” said Tom P. Ehrhard, a senior fellow at the Center for Strategic and Budgetary Assessments, a nonpartisan research organization. “It still fails on flight reliability, flight worthiness, the camera’s accuracy, the ability to fly through clouds. There are a whole series of operational limitations that normally would prevent a device like this from getting military adoption.”

"It is unclear if this plane will ever meet some of the key suitability tests the Air Force applies to most aircraft,” said Mr. Ehrhard, the military analyst. “But no one seems to care that much.”

Tempo addietro avevo chiesto se qualcuno potesse aiutarmi a fare un confronto tra il bilancio del ministero della pubblica istruzione e quello del ministero della difesa. Il paragone mi interessa per ovvi motivi: credo che si debba spendere molto meno per la “difesa” che per l’educazione.

Ieri, leggendo la sezione “affari” del New York Times, ho scoperto un ulteriore motivo per essere scettico delle spese militari del nostro paese: la spesa di fior di quattrini per comprare equipaggiamento iper-tecnologico, largamente inutile, prodotto da aziende militari negli Stati Uniti.

Al prezzo “modico” di 19 milioni di dollari l’uno, l’Italia ha comprato (quanti? Non sono riuscito a scoprirlo) degli aerei “Predator”, che non hanno bisogno di un pilota a bordo. Gli stati uniti hanno usato questi aerei sia per fare ricognizione dall’alto sia per assassinare a distanza (mi ricordo un esempio in Yemen alcuni anni fa).

Direi che come cittadini bisognerebbe essere consapevoli di queste cose, e opporsi ad esse. Sarebbe anche interessante, in questi tempi, sapere se il nuovo governo ha intenzione di comprare altri inutili e constosissimi “gadget” militari dagli stati uniti.

PISTOIA - Hanno sequestrato, rapinato e violentato per due ore una giovane prostituta nigeriana nella notte fra sabato e domenica in localita' Chiazzano, alla periferia di Pistoia. Sono finiti in manette quattro giovani di origine marocchina con l'accusa di violenza sessuale. La ragazza, trovata seminuda e in stato di choc da una pattuglia di carabinieri, ha permesso l'identificazione dei suoi aguzzini. La vittima dell'aggressione ha raccontato di esser stata avvicinata da un'auto con a bordo i quattro nordafricani che l'hanno trascinata in un vicino vivaio e ripetutamente violentata sotto la minaccia di un coltello. Al Jazeera reports that hundreds of thousands of Iraqis gathered peacefully in Najaf to demand an end to the US occupation.

This is consistent with every survey of Iraqi public opinion, which overwhelmingly wants US troops to leave as soon as possible.

There's an organization, the "center for union facts" - which won't disclose where it gets its' money - which has made it its mission to attack and discredit the Newark Teacher's Union (NTU). There is little doubt in my mind that they are bankrolled by right-wing foundations.

I have previously discussed the waste of NTU members' money represented by the "stop the killings in Newark now" billboards (which ought to have said: tell your senators: money for health care and education, not war and occupation), but the center for union facts has turned this billboard campaign as proof that the NTU is responsible for all of the failures of the Newark Public Schools (NPS).

The main hack at the Center for Union Facts has written an editorial in the Asbury Park Press expounding this anti-union BS.

The main claim of the article could be summed up as this: Teachers unions are notorious for preventing tenured teachers from being fired, no matter how bad their performances. And in Newark, the size of this problem is astonishing.

Which was immediately and authoritatively refuted by Marion Bolden - the NPS Superintendent. She said in the Star-Ledger: “Have I ever taken an opposing position with the Union, there is no question yes, we go to arbitration, but when a teacher is overwhelmingly incompetent they don’t support them”

So the main claim collapses upon any minimal inspection - not surprising, given the level of intellectual discourse about unions on the right. But there is more: the NTU is also guilty of other crimes:

Do “the people” of Newark want good schools? you bet. Do they want Cory’s vision for education? That’s a bit more of a shaky claim to make…

But some people would rather attack reform with billboards than offer to make any real change.

It’s not clear to me that NTU was attacking “reform”. They are clearly attacking Booker – who supports vouchers, and mayoral control over the schools. Are those the "reforms" that the NTU opposes? then they're doing the right thing! are they going about it in the worst possible way? Yes. But to paint it as an attack on "reform" is deceiving and a ridiculous pro-voucher ploy.

No one is more invested in keeping things the way they are than the Newark teachers union. Last year, mayoral candidate Ronald Rice launched his campaign from union headquarters. More recently the union rented the now-infamous billboards attacking Rice's victorious opponent, reform-minded Mayor Cory Booker.

In terms of education, it’s unclear to me exactly how Booker plans to “fix” the schools. it sounds like he wants vouchers and mayoral control of the schools. But both are politically volatile, and there’s NO evidence to show that they work, so this right-wing hack just says the more palatable and positive-sounding “reform”.

Any REAL effort to fix the schools (in Bob Moses' terminology) would focus on a massive political effort to redirect substantive resources to the education system, particularly to the recruitment and training of teachers.

Math teachers, particularly in the high school, are in VERY short supply, and elementary school teachers too often do not have the training in math that they would need to get their children where they need to be.

This ought to be the crux of the argument. Fine, let's remove the NTU and allow the adminstrators to fire as many teachers as they want. Where are the replacements going to come from? Is it going to be more likely that there will be a steady stream of qualified, experienced teachers committed to social justice applying to work in the NPS if they will have weaker protection from arbitrary administrators, and less pay - as would inevitably be the case without a vigorous union defending its members?

The center for union facts is less about "informing union members" about their leadership and more about dismantling any kind of public infrastructure to the detriment of the poor

dalle 2 e 50 fino verso alle quattro (in orario di dopo-scuola), insegno un corso di recupero per ragazzi all'ultimo anno delle superiori. In questi giorni la maggior parte dei miei alunni sono studenti della scuola del pomeriggio.

Martedi stavo dando un esamino. alcuni studenti hanno finito prima di altri, e quando hanno finito li ho lasciati andare.

Dopo le quattro son uscito di scuola e sono andato ad aspettare l'autobus per tornare a casa. c'era un'altra insegnante, e abbiamo chiacchierato un po'. mentre parlavamo per la strada sono passate varie macchine della polizia a sirene spiegate, mentre l'elicottero della polizia volava sopra di noi, in un cerchio abbastanza piccolo. ho spiegato all'altra insegnante che la nostra scuola e' in una zona pericolosa e violenta, dove abitano e bazzicano alcuni membri delle principali gang di Newark.

Piu' tardi martedi sera, dopo essere tornato a casa, ho letto su internet che c'erano state varie sparatorie nel corso delle precedenti ventiquattro ore. Due di queste sparatorie erano avvenute a pochi isolati di distanza dalla mia scuola.

La mattina di mercoledi, quando sono tornato a scuola, sono venuto a sapere che una delle sparatorie aveva come bersagli due miei studenti. uno dei due era tra quelli che avevano fatto il compito il giorno prima.E' uscito di scuola, ha fatto cinquecento metri, e gli hanno sparato alla schiena e al collo. All'altro hanno sparato alla testa.

sono sopravvissuti entrambi, per un intervento di un ente superiore. presto verranno dimessi dall'ospedale. quello a cui hanno sparato alla testa non potra' rientrare a scuola per un po', data la severita' delle ferite. Troveranno un insegnante che gli vada a fare lezione a casa.

cosa sta succedendo?

Ho letto quanto segue riguardo a Pistoia:

Il sindaco di Pistoia, Renzo Berti e il presidente della Provincia, Gianfranco Venturi, hanno sottoscritto, lunedì 2 aprile, un accordo da 10 milioni di euro per la mobilità extraurbana. Sono cinque gli interventi previsti da qui al 2010. Il più importante, per un investimento di 4,25 milioni di euro, è quello che prevede il superamento dell’abitato di Candeglia attraverso una variante che collegherà la tangenziale est alla Pistoia Riola. Finanziato con 3,5 milioni il collegamento tra la via Montalese, all’altezza di Pontenuovo e via Fermi, così da dare uno sbocco alla zona industriale di S. Agostino. Il protocollo prevede anche un impegno della Provincia per 1,5 milioni di euro per l’asse dei vivai, è in via di pubblicazione e due interventi minori, per complessivi 0,75 milioni. Il primo riguarda l’allargamento di via di Chiazzano, che collega vecchia e nuova Pratese, con la possibilità di realizzare su quest’ultima una rotatoria al posto dell’attuale semaforo all’incrocio per Chiazzano e Badia, il tutto anche a servizio delle attività vivaistiche. Il secondo la realizzazione di un collegamento tra la rotonda a Casenuove di Masiano e la via Vecchia Fiorentina, che rappresenta un tratto dell’asse dei vivai.

A parte che non riesco mai a farmi un'idea geografica di che cosa significhi "una variante che colleghi la tangenziale est alla Pistoia Riola," sono in preda a un dubbio: certamente, "migliorare la viabilita'" e' un obbiettivo desiderabile. Ma quali fondi vengono investiti in trasporti pubblici? se paghiamo con le nostre tasse tutti questi soldi per creare altro asfalto, e favorire le automobili, ci sono altrettanti miglioramenti per gli autobus? o per incoraggiare l'uso delle biciclette, o dell'andare a piedi, particolarmente sulle brevi distanze?

There was an article in the Times about crime in Newark - citing some statistics that suggest progress on several fronts, even though the murder rate is the same.

But I would be careful about making generalizations. Here are some of the numbers, from January to March.

Shootings: (in 2006) 99 (in 2007) 57

Burglaries: (in 2006) 296 (in 2007) 155

one has to wonder: is this the responsibility of a newly aggressive Newark Police Department? or is there an additional cause - namely the intense cold that we experienced in that same time period? At any rate, while the decline is positive, I think one should wait to see whether the negatie trend continues.

There is also the not insignificant fact that there were 24 murders in the first three months of both years.

The other statistic that is quoted as positive has to do with arrests.

Arrests: (in 2006) 5890 (in 2007) 7170

Is this a good thing? It is described as a good thing - but all it means is that more people (incidentally, poor people of color) are being put in prison. Is this related to the decline in crime? maybe - but no arguments are made in favor of such a connection, it is just assumed that there is a connection. Who are these people? what were they arrested for? minor infractions - the result of the "broken windows policing" that the Mayor and the Police Director are so fond of?

What are these people going to do once they are released? What impact has their incarceration had on the already overcrowded prison system?
